ABSTRACT
As is made clear at the end of the Chirograph, which describes the function of the Council of Cardinals as a "further expression of episcopal communion and of the assistance to the munus petrinum that the episcopate scattered throughout the world can offer", the new Council will be added to the newly established Synod of Bishops, whose function, as stated, is to enable Bishops to participate in the primatial office of the Roman Pontiff. The new institution is an expression of the communion of Bishops as successors of the Apostles and has a permanent character that brings it closer to the College of Cardinals and the Roman Curia. However, this Council is neither a representation of the College of Bishops, nor an emanation of the College of Cardinals.
