Abstract
The essay is devoted to the apostolic letter adopted by Pope Francis on the 19th May 2020 in order to promote transparency, control and competition in public contracts with the Holy See and the Vatican City State. The regulation is very significant because it concerns also the administrative proceeding and the administrative justice in general. After demonstrating the historical importance of the regulation of administrative proceeding and of administrative justice for the transition to the constitutional State, the Author focuses on the procedural rules, underlining some problems.
